  31. All EC members ("most European countries") have an equivalent tax, which
  32. according to EC rules *must be at least* 15 percent.  The rationale behind this
  33. goes something like this:  If you lower your VAT too much, your economy will
  34. grow and your country will become richer, which isn't fair to the other members.

  38. The member countries probably agreed to this rule because rich countries are
  39. again taxed higher *by* the EC.  Sometimes I wonder whether all this means that
  40. most madmen are made by politicians or that most politicians are made from
  41. madmen...
